It can however be safely stated that no deserving case
has been refused relief on the ground that the applicant
is a male.
3. As you are no doubt aware the question of the application to this Colony of certain Geneva conventions concerning workmen's compensation and kindred subjects
has been under consideration for some time. The institution
of such a scheme would be faced in Hong Kong by serious practical difficulties; but apart from this it has been felt that the systems in force for the relief of sufferers from accidents, though unorganized and often arbitrary were
sufficient to meet the present necessities; if there was
hardship there remained among others the Brewin Charity from which help could be expected; but it had been found by experience that the Trustees of the Fund have had brought
to their notice comparatively few cases of the kind
contemplated in which relief was called for.

4. In the circumstances His Excellency desires me to
state that he is satisfied that the Fund is being administered in a manner which complies with the conditions set out in the
deed of Trust. At the same time the wishes expressed in your
letter have been communicated to the Committee who will no
doubt give them the most careful consideration.
